Brit Proudly Shows Off Her Undergarments
Oh. Britney. Is that a Victoria's Secret Second Skin Satin® Bra? How demure! Wait a minute, why can we all see your entire bra in the first place? Sigh, at least there is a bra at all, I suppose. Maybe Britney was choosing to emancipate her bra at Theodore's last night in honor of her old BFF Paris' emancipation from jail. Though considering the way she refers to that toxic period in her life, probably not. So it doesn't look like she's giving up on the sheer shirt thing anytime soon, but is it too much to ask that her cousin Allie intervene? As best friend/sidekick she needs to start stepping in when Britney is getting dressed for the clubs, because how hard could it be to just suggest that she wear something a little less ridiculous. Even just a little?

BRITNEY DUCKS CYNDI SHOW
ANYONE hoping to see Britney Spears perform at Cyndi Lauper's True Colors tour at L.A.'s Greek Theater on Saturday will be sorely disappointed. Spears' choreographer, Misha Gabriel, told People magazine she would hit the stage with Lauper, Rosie O'Donnell, Erasure, Debbie Harry and The MisShapes. But a source told Page Six, "There's no way. Britney said she would only dance or lip-sync - and to be on stage with Cyndi, you have to actually perform. It's not happening now." It's probably for the best - Spears has come out of retirement a few times to guest-appear (dancing and lip-syncing) with the M+Ms, and it didn't go down well with the audience. One fan who will be very disappointed at the True Colors no-show: O'Donnell, who last week posted a video on her blog where she told Spears, "Brit, if you're watching, honey, you and me - we're gonna share, like, a backstage moment, 'cause I love you, kid!" A rep for True Colors said, "She was invited to appear on the first date in Las Vegas but we never heard from her."

Britney Hand Delivers Lawyer Letter to Lynne
Britney's life always seems like it's full of some sort of drama, and rumor has it that this afternoon the issues she's been having with her mom came to a head. She drove up to where her mother was in Ventura, CA (side note: does Lynne live in a trailer? I'm confused) to hand deliver what was supposedly a letter from Britney's lawyer -- though not the restraining order we've all heard rumblings about. You can check out the video of the event here, and I gotta say that even with no sound Britney seems like she's being bratty. Who knows what the full story is, or what the letter had to say, but TMZ is reporting that Britney's been angry at Lynne since a few days before heading off to rehab and that she thinks her mom is "unstable" and has "issues." Pot, Kettle, Black.
In other Britney news, Kevin is supposedly refusing to sign the divorce papers until she proves that she's fit for their 50/50 custody deal. Investigative Journalism: 'Access Hollywood' Exposes The Truth About Paris Hilton And Drugs
Viewers of Wednesday night's friendly chat between Paris Hilton and CNN softballer Larry King will recall the interview's one marginally tense moment, when King's spit take of disbelief following his subject's repeated claims that she'd never done drugs showered the heiress in the host's black coffee, ruining her best "prison has made me a better, more compassionate person" outfit.
Last night's installment of Access Hollywood boldly advanced the "Has Paris Hilton ever done drugs?" story abandoned by King, returning over and over again to an image of Paris smoking a hand-rolled cigarette of indeterminate ingredients, and referencing a video in which she recorded "a friend with what he says is cocaine all over his chest." Unfortunately, AH stopped short of showing the damning footage, in which the socialite buries her face in the substance covering her pal's torso, turns her powder-caked face towards the camera to proclaim, "Look, I'm like Frosty the Blowman! I am doing so many drugs right now!," obviously preferring to let their audience make up their own minds about the issue.

The budget
The annual budget is a very important document for any government.
A sense of time and place is essential in politics. A caretaker government, as envisaged in the constitution is a non-political entity in as much as it is possible to be non-political for a government that has to rule a country for any length of time. This is a special problem for this government because it is going to be in power for a fairly long time which is fraught with many challenges, not least of which is confronting the nagging question of being in power for more than 90 days and maintaining emergency rule for more than 120 days and then have enough goodwill left to get all the political parties to participate in the elections organised by it.
The main task of this government is to hold a free, fair and impartial election and handover power to the party that will form government. To be able to perform this task, it is an absolute must to maintain peace.
One of its main budgetary challenges under present conditions of price instability and raging stories of corruption by previous governments is to maintain stability and to convey a sense of being evenhanded and fair in dealing with all sections of people. It should ideally be above the usual governmental fixation about maximizing the revenue income and freely distribute the proceeds to favour seekers. More importantly, it must not appear to demolish what concerned sections of people consider to have been earned from previous regimes.
But, unfortunately, the government appears to have done just that. It has imposed duty on computers and related items, mobile sets, savings certificates, industrial raw materials while reducing duty on cars and finished electronic items. All these will appear to be beyond the present government's ambit and anti-people in character which political parties currently under siege will certainly exploit when the time comes.
We hope that the government will be realistic and limit its plan of action considering the time frame up to the elections in 2008, and leave all long-term issues to the next elected government.

Exhibition at Liberation War Museum (Reminiscing exodus '71)
No one becomes a refugee by choice, yet currently there are around 10 million refugees worldwide. People become refugees when they are subjected to violence or persecution in their homelands. They see no other alternative and flee to a country they are often not familiar with, living in tents or slums, struggling for food, medication and education, most often being labelled as "unwanted elements" by the natives of that land.Bangladeshis are not unfamiliar with the concept. We do have our history of exodus. In 1971, during the Liberation War, around 10 million Bengalis from East Pakistan migrated to India, living as refugees in 829 camps all over West Bengal, Tripura, Meghalaya, Assam, Bihar and neighbouring areas.
To observe World Refugee Day 2007 (June 20), Liberation War Museum has organised a photo exhibition at its premises. The exhibition was inaugurated by Pia Prytz Phiri, UNHCR representative in Bangladesh, on June 27.
The exhibition is dedicated to the memories of Sufia Kamal and Jahanara Imam -- both of whom had made immense contribution to the Liberation War. Photographs and other memorabilia bring to light the plight of Bengali refugees cramped in camps as well as contributions of three women -- Mother Teresa, writer Maitreyi Devi and Anjali Lahiri -- who became "angels of mercy" to these distressed.
Mofidul Haq, a trustee of the museum said, "Every year Liberation War Museum tries to mark the World Refugee Day through different programmes. This exhibition is an attempt to pay homage to the mothers who carried the dreams of a nation waiting to be liberated, with them to the refugee camps."
Ziauddin Tariq Ali, another trustee of the museum said, "In 1971, 10 million refugees, living in inhuman conditions, gave the global conscience a wake-up call. Their cause mobilised campaigns around the world against the atrocities by the Pakistani junta."
Ali recalled Sufia Kamal's involvement in the war and called her "the major inspiration for the Liberation Museum." According to him, "Sufia Kamal taught us how to be defiant in the face of repression without losing humility."
Akku Chowdhury, also a trustee of the museum recalled an unfortunate period in the '90s when the nation "seemed to have forgotten its past." "Jahanara Imam led the Ghatak Dalal Nirmul Committee and voiced a demand to bring the razakars and other war criminals to justice," said Chowdhury.
Saif Imam Jami, Jahanara Imam's son, said, "On June 24, I was privileged to open the Jahanara Imam Memorial Museum. I'll always remember three words my mother stressed on: Conviction, sacrifice and compromise. She used to say, 'Conviction is what drives us. We are Bengalis first and then, Muslims, Hindus, Buddhists and Christians. Without conviction one cannot make sacrifices. When you can't make sacrifices, you often find yourself making compromises.'"
A photo taken at 'Khelaghar' shows smiling children, a stark contrast to the bleak images surrounding it. Maitreyi Devi, set up 'Khelaghar' for the children of refugees from East Pakistan.
Photos feature Sufia Kamal speaking at a public procession before the war broke out. Family photos of Jahanara Imam show her with the son she lost to the war.
Also on display is a poster of "Strings & Stars", a fundraising show for Bengali refugees, held in Mumbai in '71. Leading Indian moviestars including Raj Kapur, Dilip Kumar, Ashok Kumar, Sunil Dutt, Amitabh Bachchan, Dharmendra, Nargis, Saira Banu, Sharmila Tagore, Waheeda Rehman and several others, along with ace musicians took part in the show.
A translation of noted Indian poet Kaifi Azmi's verses on the refugees pouring in from East Pakistan, makes its place among the memorabilia.
One complaint of the visitors was that several photographs do not have captions.
Filmmaker Jahanara Noori presented a documentary on Julian Francis and Sanghamitra Desai, both of whom had worked at the refugee camps in India during 1971.
The exhibition will continue till July 3.

Lack of proper planning creates urban problems
Absence of proper planning is causing various problems like housing shortage, traffic congestion, inadequacy of basic services and degradation of environment in urban areas, especially in Dhaka and Chittagong, said Law and Housing Adviser Barrister Mainul Hosein yesterday.
"Absence of proper planning is even causing disaster and death... and the main sufferers are urban poor," he said at a workshop organised by the World Bank (WB) at LGED auditorium in the city.
The WB also launched a study report titled 'Dhaka: Improving living conditions of the urban poor' as part of its Bangladesh Development Series.
WB Lead Infrastructure Specialist Jae So, University Grants Commission (UGC) Chairman Prof Nazrul Islam and Coalition for the Urban Poor Executive Mostafa Quaium Khan presented the report.
Speaking as chief guest, the adviser said negligence of the past governments to address these issues has made it difficult to address the urban problems, but resurrection must start to save Dhaka as well as Bangladesh.
Illegality of occupation makes the poor vulnerable to eviction, but the government recognises the obligation of arranging shelter for them, he said, adding the caretaker government has initiated two rehabilitation schemes for slum dwellers who were evicted recently from the government land.
"These two pilot projects on government land will provide housing facilities for 1200 households approximately," he said, adding these schemes are actually symbolic in nature, as they touch only a tiny fraction of the huge population.
"We actually have to devise policies, which will address the needs of all groups of population particularly the lower-middle income group and the poor," he said, adding, policies and programmes for the delivery of urban basic services should also be formulated.
According to World Bank study, poverty affects one in every three residents in Dhaka with mostly living in the slums, where access to water, sanitation, electricity, health and education is very limited.
Their lives are more vulnerable by low quality housing, crimes and violence, it noted.
With three to four lakh new migrants annually, Dhaka's population is expected to grow to about 20 million by 2020, the report said.
"Though the poor people provide critical employment for the city's industries and services, the country does not have any explicit policy on urbanisation, urban governance and urban poverty," said WB Country Director Zhu Xian.
He said to support urbanisation and manage the growing urban issues, policies are required to strengthen the urban local government and support those who are more vulnerable.
The WB is ready to support the government, municipalities, civil society and urban communities to address the urban issues, Zhu Xian said.
UGC Chairman Prof Nazrul Islam said most people in the city live in congested slums or rented houses, while the slum dwellers are now under continuous pressure of being displaced by the developers.
For ownership of housing, he suggested proper use of land.
If necessary, more and more high-rise buildings could be built so that the price of land is reduced, he said, adding Rajuk (Rajdhani Unnayan Katripokkho) should play major role for the housing of the poor.
Advocate Sultana Kamal, former adviser to caretaker government, said, "There should be no eviction of the slum dwellers without prior notice, compensation or rehabilitation."
She suggested using the khas land for the housing of the poor and slum dwellers.
There is a common perception that all the slum dwellers are criminals, but this is not right, she added.
The workshop was chaired by Local Government Division Secretary Safar Raj Hossain.

Plans to salvage Biman: A drift off-course
With 10 days to go before Biman turns into a Public Limited Company, a high-powered inter-ministerial meeting was held on June 20, chaired by the Adviser for Civil Aviation and Tourism, Mr. M.A. Matin. According to the reports published in a number of national dailies on June 21, the meeting confirmed that Biman Bangladesh Airlines would be renamed as Bangladesh Airlines Limited. It also confirmed a number of decisions which raised eyebrows, and quite understandably so, in search for answers that would make some sense.
It hurts to keep the eyebrows raised for too long, so I will just ask the five questions I have and wish upon a star that someone answers them soon!
First, Biman is being restructured, and is being turned from a Corporation into a Public Limited Company without completion of a full-fledged, comprehensive audit. This will invariably entail a long-enduring complication in the future, as the board of directors gets reconstituted, with a new set of objectives, and adopting a new pattern of management. How could the decision-makers sitting around the table overlook the cost of such a lapse?
Newspaper reports mentioned that, once restructured, the airline would begin from square one, and that the government of Bangladesh would take full responsibility of all its accumulated liabilities. Without a comprehensive audit, it will be impossible to ascertain the actual figure of the liabilities, and the actual value of the assets that will be transferred to the new entity.
Second, the new draft proposal suggested leaving 100% ownership of the airline with the government, until the time when the airline becomes profitable, when the government will offload 49% shares to the private sector.
Firstly, as optimistic as I am, I am of the belief that it will be extremely difficult (read: impossible) for our government (political or otherwise) to ever make the airline "profitable." This is simply because our government, because of its own limitations, will not be able to ensure the level of efficiency, in the foreseeable future, that is required to run an airline profitably in today's world.
Secondly, even if we hypothetically assume that the government does indeed make the airline profitable at some point in time, why would it then want to offload shares to the private sector? Why would the Government want to let go of what is making money for it?
Third, it has been reported that the government, while owning 100% shares of the airline, and promising to keep the airline's management free from being under control of the ministry, will appoint a reputable international airline to run the new national carrier as its "operator."
Now, without any stake in the airline's ownership, what will motivate the operator to truly do its best for the airline? This concept could actually encourage the operator to do its least for the betterment of the airline, if there is a way to indirectly benefit its own airline outfit. The whole scenario could be like appointing a fox to guard the poultry farm!
Fourth, according to a number of reports in the press and the electronic media, the much-talked-about Voluntary Retirement Scheme (VRS) had not encouraged enough "voluntary" response, and many of those who submitted their applications were actually forced to do so, under the threat that if they did not they would eventually be laid off, and would then be deprived of the benefits they are entitled to.
On another note, it has been reported that the Managing Director of Biman, Dr. MA Momen, has said that those who were "indispensable" for Biman would not be allowed to leave, even if they submitted their applications under the VRS.
I fail to comprehend this double standard. If some people are not required at Biman, they can simply be handed over their benefits along with a polite letter of appreciation, and be compelled to accept the retirement.
And why should Biman hold back those whom it finds indispensable, even when the person voluntarily submits his application under VRS? His tendering of the application means that the person has lost his passion to work for Biman, for whatever reasons. And an employee who does not have the real passion to work for the airline should not be held back at all. An uninterested skilled employee would not be anything more than an unskilled employee.
Fifth, Mr. M.A. Matin also said after the meeting that 7 to 10 directors, selected from secretary-level government officials, will form the new board of directors of the airline. I would like to reiterate what I mentioned in my previous articles, with due respect to the secretary-level government officials, that managing and operating a commercial airline profitably has not ever been, and will not ever be, their game.
If the government truly wants to keep the airline free from government control, why is it intending to keep 100% ownership to itself, and form the board with government officials? Like I suggested through my earlier articles, the new board should have a maximum of 2 secretaries, one each from the ministries of finance and civil aviation and tourism. Everyone else should be professionals from different sectors which are directly related to the airline business -- finance, travel, business, accounting, etc.
The World Bank is assisting with nearly Taka 300 crore for the golden handshake being executed in the form of VRS. This will help the airline streamline its manpower structure, which provides a great start. But it is the plan of action thereafter that lacks sense. Subject to scrutiny by more knowledgeable professionals from the airline industry, I have the following set of three suggestions:
- The government should move all accumulated liabilities of Biman into a block account, and sell 51% shares of the airline to the highest-bidding, and eligible, investor (eligibility would include having substantial airline operation experience).
- While selling off the 51% shares, and therefore allowing absolute legal control of management to the new investor, the government should also commit in advance that once it receives dividends (for its 49% stakeholding) equivalent to the amount of liabilities transferred to the block account, it would give away the remaining 49% shares to the investor as well.
- This way, the government would get the money back, and the investor would be motivated to maximize profits to allow it to buy out the remaining 49% stakeholding at the soonest.
- The government should amend the Air Service Agreements (ASA) with other countries, to allow the airline to operate more competitively. The airline should be entitled to preferential use of the ASA rights for a predefined stipulated period of time. This would ensure a failsafe, sustainable, business plan for the airline.
With this approach, the airline will be run by its own management, but the government would always have an indirect control over it, just like every other nation has over the airlines belonging to them.
While the government will earn dividends from its 49% stake holding, the Board of Directors will know what is going on. Even when the government sells its 49% shares, it will still be able to exercise a strong level of control through the Civil Aviation Authority of Bangladesh.
The current non-political government is in the best position to build a platform for the national carrier which can help it take to the skies in a manner bolder than ever before. The mad-rush to restructure the airline under the current plan will eventually take it nowhere better than where it is now. Let us not waste the opportunity we have in hand. Let us not drift off-course into nothingness.

Only if politicians were angels ...
Back in 1965, while on training at Comilla Rural Academy, we met for the first time the charismatic Akhter Hameed Khan, the then vice-chairman of Kotwali Thana Central Co-operative Association. He founded the Comilla academy, initiated the present day integrated rural development program and the thana training and development centers.
As young civil servants, we gave vent to our angry feelings about rising corruption in Ayub Khan's military regime, specially following the dictator's amateurish experiment with basic democracy. Akhter Hameed Khan said something very pertinent. He said that politicians had to win the elections. Patronage and rosy promises were the only means by which they could get those votes in the short run, "you can't expect the politicians to be angels."
Politics, rampant corruption, and peddling power for raising campaign funds, have been endemic problems with most governments. One hears about massive corruption and abuse of power even in socialist countries like China, which features prominently in Amnesty International's reports for the largest number of public executions.
But the problem is recognized in China, unlike in Bangladesh, and severe penal actions are taken as deterrent measures. Surprisingly, even in the USA, as recently as in 1996, public debates have focused on the "soft money" that was contributed to the general campaign funds.
A survey showed that the majority of the American public thought that political systems were corrupt. In fact, as far back as 1901, President Teddy Roosevelt announced that his primary goal was to enact a campaign financing law.
While it was shocking for us to see the recent TV footage of stacks of currency notes being recovered from mattresses and a freezer of a senior forestry department official, which by no means is a unique event.
A CNN website recently revealed that US Federal agents had searched the Capitol Hill office of a Louisiana congressman, investigating bribery charges. Interestingly enough, the agents found $90,000 in cash last year in his Washington home, hidden away in a freezer.
I guess our friend in the forest department probably had the brainwave from the CNN! The opportunities for making a quick buck, that arise from exercise of political or official power, will always be there.
We don't deserve this degradation!
As the sordid details of the grossest forms of corrupt practices by political leaders, bureaucrats and businessmen at the top are unraveled, we can only ask ourselves, why did this happen to us? Why did we allow this crisis, which the sociologists would term as social "anomie," or collective suicide, to take place in the first instance?
It did not happen in one day; rather the crisis gradually engulfed us over the years, like the billowing smoke of a house on fire. All of us had seen the smoke signals clearly, but we did not see the impending devastation.
We had the dubious distinction of topping the list of the most corrupt nations under the regimes of both AL and BNP. But most certainly this nation, which had sacrificed so much for its liberation, did not deserve the degradation.
Bangladesh is after all a nation that was inspired by nationalistic, secular and progressive values arising out of a bloody war of independence. As I had stressed in one of my earlier writings, Bangladesh is probably the most homogeneous amongst the Asian nations. If you compare our situation with neighbours like India, Pakistan, Malaysia, or even a smaller country like Sri Lanka, the nation building tasks that faced our leaders were much simpler.
Religion will be an important social force for all the communities and ethnic groups; but what we needed foremost was enlightened leadership that could bring everyone -- including the small ethnic groups and religious minorities -- within the folds of an all-inclusive concept of nationhood.
Minorities in Bangladesh have been unfortunate victims of persecution and discrimination. With a genuine nationalistic platform, we could embrace them all as integral and constituent elements of our nation. We have to provide them with more equitable opportunities to develop themselves.
We also needed a straighforward vision for socio-economic development, focusing on quick alleviation of poverty and expansion of educational and health facilities for all citizens. Since the 90s there has been considerable progress on many fronts, with GDP growth picking up during the last decade.
But, at the same time, we have also witnessed, unfortunately, the total collapse of the governmental, social and political, institutions, which were responsible for nurturing, protecting and promoting democratic values and public morality.
Politics of confrontation, combined with a brazen lust for power for attainment of private gains, have destroyed our universities and educational institutions, the judiciary and the bureaucracy, all professional bodies, public enterprises and, finally, the political parties themselves, which were the mainstay of our parliamentary democracy.
A historic opportunity for political reforms
We have, right now, an unprecedented opportunity for reforming and redesigning our political and electoral systems. Bangladesh could be passing through the most exciting time since its independence; we seem to have arrived at a historic crossroads. What was our worst of times could also become our finest hour.
There is now a groundswell of public opinion, as well as a consensus amongst the top political leaders, that reforms within the parties must be carried out. Already, top leaders of BNP have announced an agenda of reforms, which will be placed before its council.
Similar reforms are being contemplated by the leadership within Awami League as well. The debate, ultimately, will involve not only the present caretaker government but also the general population, the civil society, political parties, the business community, the media, the armed forces, and the various interest groups, including non-government institutions.
No doubt the more articulate segment of the population, like the media, is likely to have a greater say in this process. Yet, for first time in the history of the country, large-scale institutional reforms are being publicly debated. This can ultimately lead to a national consensus regarding how best to ensure a more effective, more caring, and a more accountable system of governance.
There is an urgent need to reintroduce institutional checks and balances, whereby a strong, competent judiciary, the public accounts and finance committees of the Parliament, the Anti-corruption Commission, an independent Election Commission, can play their due roles. With reconstitution and revival of the Anti-Corruption Commission, Election Commission, Public Service Commission, the introduction of computerized voters' ID, and, now, the proposed reforms of the party system, Bangladesh would be embarking on the most remarkable and massive piece of social engineering in modern times.
Take preventive measures to fight corruption
The issue is, how do you deter corruption that has become so rampant and pervasive in the country? The first step, which has already been taken by the government, was to reconstitute the Anti-Corruption Commission, which had been practically defunct during the previous regime.
While Bangladesh had the dubious distinction of being at the top of the list of corrupt countries, the revived and reinvigorated ACC has probably also created a world record, netting within a short time the largest number of top political leaders, businessmen and bureaucrats for their alleged corruption. The commission is apparently on the fast track to prosecute and punish those who are to be tried under due process by the special courts.
But corruption can be of various kinds, and can take place at various levels. One has to distinguish between political corruption by the top leaders, and the more pervasive common form of corruption within the bureaucracy. It is important to take measures not only to punish those who resort to corrupt practices, but, more importantly, also for their prevention in the future.
Pervasive corruption within the bureaucracy can be prevented only through appropriate administrative reforms. We need systemic changes within the government, which will eliminate or reduce administrative red tape, procedural bottlenecks, and irrelevant government controls.
In other words, we have to reform administrative procedures, cut down government interventions, and deregulate government. We need to improve the transparency and accountability of government processes, especially where people turn to government offices to receive essential services. But such administrative reforms would be a more long-term exercise, and would have to be separately undertaken, on a continuing basis.
Immediate preventive measures are also needed if political corruption is to be curbed, and the nexus between abusive political power and need for party financing is to be effectively broken. While politicians in the past had also received financial support from businessmen, even during the British and then Pakistani times, it was always on a limited scale.
Private contributions were made to provide financial support to usually beleaguered politicians, and were truly personal contributions. Nor were there any allegations of extortion, which in recent times have invariably coincided with the big purchases or other financial deals.
It is interesting to see how the businessmen "lovingly" make their contributions these days to respective party coffers, following each new contract for building a flyover, installing a power plant, or purchasing a navy frigate. Our public procurement procedures have to be made more transparent, and concerned agencies made accountable for all financial transactions, big or small.
But the priority right now is to boldly pursue a set of institutional reforms that directly aim at preventing abuse of political power. Altogether fresh regulations have to be framed to set new standards for party governance and conduct of elections. The political parties, the Election Commission, and the Anti-corruption Commission should deliberate on the new regulatory regime.
My suggestions would be, firstly, to treat the funds at the disposal of political parties as public funds, to ensure full transparency of all finances and compliance with general accounting standards of the country. Accounts should be regularly audited, and an annual report should be published. Secondly, procedures have to be prescribed for raising public funds, and setting limits to campaign contributions.
We need to remember that political parties, including the Awami League, had, in fact, started off with mere two anna membership to encourage the growth of a genuine popular base. A third area for regulation would be to limit campaign expenditures, which the Election Commission presumably is now actively considering.
Recently, a committee led by Mr.Motiul Islam and former Election Commission functionaries suggested guidelines for limiting campaign expenditures. In addition, there remains the question of providing government subsidy, or other support in kind, to recognized candidates to defray bonafide campaign expenses, which is a practice in many other countries.
Probably, the most important change has to be in the mindsets, in the attitudes, of political leaders themselves. They need not be angels, but they should be perceived by the general public as "good" people -- leaders who can set examples for others and motivate them to attain national goals.
We need not go very far, but look at the standard of living and quality of leadership provided by some of the top leaders of our neighbouring countries. It would be important for our parties to have a code of conduct that attaches the highest values to integrity, austerity, and public accountability. These were the qualities of our early leaders, who were known for their plain living and high thinking.
They became leaders not by virtue of their birth or because of their wealth -- Moulana Bhashani, AK Fazlul Huq, Sheikh Mujib, or Ziaur Rahman had not acquired any wealth because of their family connections, political power, or the great influence they exercised over the business people. They acquired the qualities of leadership over time, after considerable struggle, self-sacrifice and work with their local constituencies.
The leadership of the future must mature through an institutional process. That is why the local government institutions at the union, district and municipal levels need to be urgently revitalized, so that they can provide the schooling for our future leadership.
A decentralized local government structure, therefore, becomes a prerequisite for mature, responsible, political development, and for good leadership to emerge from the grassroots.

Govt to sue some former ministers, MPs for fraud
The military-backed caretaker government is going to sue several former ministers and lawmakers for cheating the government institutions to make staggering fortunes.
The move came hot on the heels of the first ever anti-graft crackdown against institutionalised corruption in government agencies, starting with the decades old Rajdhani Unnayan Kartipakkha (Rajuk).
Tasked with massive anti-corruption drive against high profile corruption suspects since February, the national taskforces have already gathered evidence against at least eight ex-lawmakers of the BNP for obtaining elusive plots from the Rajuk by providing fake declarations.
"We are going to file cases under the Section 420 against the politicians and others who cheated the government with false declaration," an investigator working in a taskforce group told The Daily Star yesterday.
The maximum punishment for the swindle is seven years behind bars.
"Our investigation exposed only the tip of a corruption iceberg," he said with a tinge of frustration, adding that the government will not only cancel their allotments but also confiscate the amount they deposited with Rajuk for land purchase.
Almost all of the around 1,000 Rajuk plots allotted during the BNP-led alliance rule are suspected to be obtained through false declaration or other irregularities. "We have found irregularities in the allotment of over 80 percent of the plots in the last five years," said the investigator, wishing not to be named.
Under its Uttara third phase project, Rajuk allotted 897 residential plots, 804 of those were given as per the list of former Housing and Public Works minister Mirza Abbas, disclosed another taskforce investigator. The project was eventually cancelled by this caretaker government.
One hundred plots, 50 each in Banani and Uttara, were allotted to BNP leaders and the people close to the coalition government.
The influentials exploited the vague Genuine Deserving quota of Rajuk to obtain plots by giving false declarations, the investigators said, disclosing the declaration doctoring by former deputy minister for land Ruhul Kuddus Talukder Dulu.
Dulu obtained a 5-katha plot in Banani with a declaration that he or his family does not have any house or plot in the Dhaka city. "But we found out that he, in fact, has two houses in city's Gulshan and Shyamoli areas," he said.
A Nam flat in Banani was also allotted to Dulu before the Banani plot, but he cancelled the flat allotment in favour of his Banani plot. His cancellation of the Nam flat allotment was also an instance of irregularity as he got that flat as being a lawmaker, pointed out the investigator.
"We are going to confiscate around Tk 60 lakh he deposited with Rajuk for the Banani plot including the registration fee," he said.
DULU IN THICK SOUP
Cheating case apart, a money-laundering case is also to be filed against the Rajshahi politician, who is accused of patronising dreadful militancy by the Jama'atul Mujahideen Bangladesh.
Dulu stashed nearly Tk 6 crore in the Jamuna Bank (Gulshan branch) and Social Investment Bank (Gulshan and two old Dhaka branches) using fake names and addresses, found out a taskforce probe.
"We suspect, he used his portfolio as deputy land minister to make the money from dishonest contractors and through tender corruption," said a taskforce official.
The taskforce has already forwarded the finds along with evidence to the Anti-Corruption Commission (ACC) for filing a money-laundering case against Dulu.
The taskforces are also gathering evidence against some other high profile corruption suspects for money-laundering case.
His wife Sabina Yasmin also turned against him, giving confessional statement to a Dhaka magistrate on June 20 where she disowned the Tk 3 crore asset shown by her husband in her wealth statement submitted to the ACC.
Dulu declared that he has assets worth Tk 4 crore and that he has no contribution to the Tk 3 crore assets of his wife.
Having being interrogated by the taskforce, Sabina went for confessional statement in which she stated 'I'm just a housewife. I don't have any income source. These assets were amassed by my husband in my name.'
The taskforce investigators also tracked down Tk 4 crore assets outside the wealth statement he submitted.

Budget Approved
Duty withdrawn on capital machinery for export plants
Computer, mobile phones also exempted
President Iajuddin Ahmed yesterday approved the budget for fiscal year 2007-08 without imposing the duties proposed on computer accessories, mobile phone sets, and export-oriented capital machinery.
"Most of the changes relate to customs duties. There are a few changes regarding VAT and income tax," Finance Adviser Mirza Azizul Islam said. He declined to elaborate on the changes but said he would explain those at a press conference Saturday.
Accompanied by Finance Secretary Mohammad Tareq and National Board of Revenue (NBR) Chairman Badiur Rahman, he went to the Bangabhaban yesterday afternoon for the president's nod to the financial plan.
Now that no parliament is in place, the budget will be passed through an ordinance under section 93 (1) of the constitution. Approved by the council of advisers Wednesday, it will come into effect on July 1.
Talking to the journalists at the Bangabhaban, the finance adviser said import duty on computer accessories has been cut.
The tariff gap between the finished and intermediate goods that was earlier proposed to be reduced however will rise, he added.
The private universities have been kept out of the value added tax (VAT) net.
Asked about public representation in the approval process in absence of a legislative body, the adviser claimed that it had more of it than any year before.
He said in the past, the nation hardly saw any fruitful budgetary discussion in the Jatiya Sangsad. "The lawmakers used to demand additional funds for their respective constituencies," he said.
But this time, a cross-section of the population had sent suggestions on the proposed budget to the finance ministry, he noted.
The approved budget contains a provision of conditional withdrawal of the import duty on newsprint, said sources in the NBR.
It has increased the minimum income tax payable to Tk 2,000 from the proposed Tk 1,800. Besides, there are changes in rates for those in the high-income brackets, they added.
It has also withdrawn the proposal for raising the duty to Tk 500 from the existing Tk 300 on every mobile phone set to be imported.
To promote export-oriented industries including textiles and pharmaceuticals, the approved budget provides for a duty of only five percent but that will be subject to certain conditions. Manufacturers of 100 percent export-bound textiles won't have to pay any duty.
Besides, safeguard tax might be levied on the imports that pose threat to local industries.
Mirza Azizul Islam unveiled the proposed budget through a speech over radio and TV on June 7. He called for feedback from different sections.
The finance ministry officials said they received 1,808 suggestions through e-mails and conventional mails.
Those had been compiled and sent to the council of advisers for their consideration. Besides, recommendations of different chambers, trade bodies and leading economists too were taken into account.

Voice call through PayForMe
Grameenphone come up with another interesting service named PayForME. Now, a GP subscriber can call another GP subscriber even if the caller does not have sufficient balance.
To avail this service a subscriber needs to dial *123* followed by the intended number and press the hash key (#), i.e. *123*017xxxxxxxxx#. If the intended receiver agrees to pay, the receiver will be charged for the call. The caller must have an active SIM to avail this service.
The intended receiver of the PayForMe call will hear a recorded message asking whether s/he is willing to receive the call and accept the charges. If willing, the receiver will press 1, or else, press 2. Usual GP-GP tariff as per the receiver’s product will be applicable (peak, off-peak and pulse rate included).
A maximum of ten PayForMe calls can be made in a day. If a particular subscriber (A) is rejected thrice by another particular subscriber (B) in a single day, the subscriber (A) will not be able to make any PayForMe requests to that particular subscriber (B) for the rest of the day. Any GP Pre-paid (SMILE, djuice and Business Solutions) or Post paid subscriber can enjoy this service.
Earlier Grameenphone had introduced the PayForMe service for the first time in the country with an SMS option. This service, also known as “Collect Call” service, is offered by very few of the mobile operators around the world.

Joss Stone Not Getting 'Close' to Prince William
Joss Stone is denying a report that she's becoming close friends with Prince William.
On Saturday, the U.K.'s Daily Mirror reported that William, who turns 25 on Thursday, has been calling Stone, 20, about the upcoming concert for Diana and that the two were becoming pals.
But a rep for Stone says she and the prince are not getting close. "They talked about what songs she is going to sing at the concert and that gets translated into a story about how William has been bombarding her with calls," says her rep, Dave Woolf.
According to Woolf, Stone will sing her song "You Had Me" as well as a cover of Queen's "Under Pressure" and a Tina Turner song that the prince's late mother particularly liked. "Princess Diana was always a fan of Tina Turner," Woolf says.
Stone was only 10 when Diana died and she learned of the princess's tastes from William, Woolf says: "She is really pleased to be involved in the event and was anxious that she do something that would have meant something to the princess as opposed to singing any old three songs. She wanted to get direct input about what they wanted her to do."
The princes have been taking a big role in organizing the concert. "They have had a great time, almost taking the role of promoters," says a palace source. Both William and Harry have had conversations with some of the acts taking part wherever "they thought it was right to do so," the source adds.

Prince William's Birthday Present: His Inheritance

Prince William turned 25 on Thursday – and his bank account got a serious boost.
The prince now has access to the interest – an estimated $500,000 to $600,000 a year – generated by the $13 million left to him by his mother, Princess Diana, who died in 1997.
He'll come into the full capital sum when he turns 30. His brother Harry, 22, will gain access to his inheritance – a similar amount – on the same schedule, according to their mother's will.
Reps for the prince would not say what he plans to do with the money, the Associated Press reports.
He and Harry each earn about $44,000 a year as second lieutenants in the British army, and their necessities – including housing, staff and polo playing – are paid for by their father, Prince Charles.
According to Britain's Guardian newspaper, William was expected to spend his birthday training with the army in Dorset.

Prince William, Kate Middleton Dating Again?

Following their April split after dating for five years, Prince William and former girlfriend Kate Middleton have resumed their relationship, according to widespread coverage in British newspapers on Sunday.
The two, both 25, attended a party earlier this month at an army barracks where William is posted as an army officer, the reports say.
In addition, William has invited Middleton, who is an accessories buyer at a company called Jigsaw, to the Concert for Diana, in memory of his mother, scheduled for London's Wembley Stadium next Sunday, the Mail on Sunday reports.
The paper also claims the couple kissed at the June 9 army party, and that Middleton will spend time with William, his brother Harry and Harry's girlfriend, Chelsy Davy, backstage at the Diana concert.
Per custom, a spokeswoman for William's Clarence House office declined comment on the stories. "We don't discuss William's private life, it's a matter for him," she said.
Earlier this month, Joss Stone denied a report that she's close friends with the royal – who only last week, on Thursday (his birthday), gained access to the estimated $500,000 to $600,000 annual interest generated by the $13 million left to him by his mother.

William and Harry Planning Diana Concert
Prince William and Prince Harry are planning a charity rock concert in England next year to honor their mother, Princess Diana, on the 10th anniversary of her death.
If it goes ahead, the concert will likely take place on July 1, which would have been Diana's 46th birthday, at London's soon-to-be-reopened Wembley Stadium.
Names that have been floated to perform at the event include The Killers (who are said to be a favorite of William, 24, and Harry, 22), Beyoncé and Pharrell Williams, who met William at a polo match in July.
Elton John, Sting, Phil Collins and George Michael are also likely to be invited to perform, according to reports.
A royal source tells PEOPLE, "People will mark the anniversary in many different ways. But whatever William and Harry decide to do will be their call and what they want. They will set the tone. Both of them are very firm about that."
The princes' communications secretary, Paddy Harverson, tells PEOPLE a concert is one of the ideas being thrown forward. "It is one of a number of options being considered for how to commemorate next year. But we are not ready to confirm anything yet."
Diana died in a car crash in Paris on Aug. 31, 1997, along with her boyfriend Dodi Fayed and their driver Henri Paul. According to the Associated Press, retired senior judge Dame Elizabeth Butler-Sloss is holding an inquest into the deaths and is awaiting a report on the crash by Lord John Stevens, former head of London's Metropolitan Police.

Prince William and Prince Harry Announce Concert for Diana

Prince William and Prince Harry have announced their plans for a concert to mark the 10th anniversary of the death of their mother, Princess Diana. "It's got to be the best birthday present she ever had," William, 24, said Tuesday in a statement.
The Concert for Diana – which had been a subject of speculation for weeks – will take place at London's newly rebuilt Wembley Stadium on July 1, which would have been Diana's 46th birthday.
A formal church service will be held on Aug. 31, the actual anniversary of Diana's death, and will be attended by both senior members of the Spencer family – Diana's relatives – and the royal family, including the Queen, Prince Charles and his wife, Camilla Parker Bowles.
The princes took a leading role in organizing both events. "We both wanted to put our stamp on it," William said in the statement. "We want it to represent exactly what our mother would have wanted – how she was and all that sort of thing. So therefore the church service alone isn't enough."
He continued, "We wanted to have this big concert full of energy, full of the sort of fun and happiness which I know she would have wanted. ... The main purpose is to celebrate and to have fun and to remember her in a fun way."
Duran Duran, Elton John, Bryan Ferry, Pharrell Williams and Joss Stone will perform, and composer Andrew Lloyd Webber will present a series of greatest hits from his musicals. The concert will also include a performance by the English National Ballet.
Proceeds will benefit Centrepoint, a charity that helps the homeless and which William supports, and Sentebale, a fund for the children of Lesotho cofounded by Harry. "They're both charities that continue on from our mother's legacy," William said.
Also benefiting will be the Diana, Princess of Wales Memorial Fund, which gives grants to communities affected by landmines, young refugees and others whom Diana worked to help during her lifetime.
The princes joked about how they were going to take an active part in the celebrations. Harry teased, "I hope that we can get the chance to see (William) dance." Retorted his brother: "It'll be a terrifying sight if we do."
On a more serious note, Harry explained the purpose of the church memorial. "The service is going to include both sides of the family, our mother's side and our father's side – everyone getting together. It should be a good occasion and lots of loud hymns – I Vow To Thee My Country, all the good ones."

Prince William and Kate Middleton: The Secret Dates

Some two months after Prince William and Kate Middleton's April split, the two have been enjoying clandestine meetings, friends confirm.
"It's true that they have been seeing each other," a source tells PEOPLE in its new issue. Adds a pal: "They [never] loathed each other. It just wasn't working at the time."
The couple were spotted at a June 9 bash in William's Dorset, England, army barracks, where the British press reported that they talked all night and kissed on the dance floor.
The prince and Middleton, both 25, began dating five years ago, and many had Middleton, an accessories buyer at the British fashion company Jigsaw, pegged as the future Queen of England.
Both are expected at the July 1 Concert for Diana; Prince Harry, 22 – who is set to return from his army training in Canada – has also invited his girlfriend Chelsy Davy, 21.
Palace reps won't comment on whether Middleton is officially back in William's life, and friends hesitate to say whether the reunion will last in the long term. But a source tells PEOPLE: "The spark is still there."

In an exclusive interview and photo shoot with PEOPLE, Hilton, 26, gave a candid glimpse into her 23 days in jail – including her explanation of the medical problems that led to her brief transfer to house arrest, and what she says she's learned from her experience.
"I was basically in the fetal position, basically in hysterics," Hilton says of her first sleepless nights in jail. As for her fellow inmates, she adds, "All of the inmates were very supportive. There were girls next to me. We could talk through the vents and they were just really sweet."

Have you ever hired someone to develop business applications on your behalf? If so, I hope you've heard about software escrow. It can apply any time you hire an external development team to build and maintain an application.
Having a custom application written without buying the source code is usually less expensive, but it can also add risk. Think about the software tools you depend on every day. Are any of your critical functions managed externally? What would happen if one of those vendors were bought out or went out of business? Scared yet? If you are, software escrow could be right for you. Here's why and how to do it.
First, understand that software escrow is a legal agreement between you, your vendor, and an independent third party. That third party agrees to hold a copy of your application, with the source code, that you can access if your vendor fails to perform its contracted duties. This is a binding legal agreement; you'll need a lawyer if you go down this road.
Second, software escrow will apply most frequently to your smaller vendors, which may be young companies or relatively poorly funded. You like what they can do, but you aren't sure if they'll be around long-term. Software escrow gives you peace of mind. It's good for the vendors, too, helping them compete with the stability offered by larger companies—without sharing the critical intellectual property contained in code modules and subroutines.
That intellectual property is no small thing: You'll pay a lot more for software development if you want access to the source code. Larger companies may not even offer this option; and if they're confident enough in their brand or size, they won't offer software escrow as an option, either.
Here are some important points to consider when making a decision about software escrow:
Cost In most cases you'll pay extra for software escrow. There is a cost to providing the code on some regularly scheduled basis to the independent third party, and that third party will charge for its services as well. Generally, updates occur on a calendar basis (to sweep up code tweaks) or after major new releases. I've seen quotes of $1,000 to $2,000 per update event. You may be able to avoid a significant portion of this cost if the software escrow agreement covers only the software in production at the time of some catastrophic event—such as your vendor going out of business.
Criticality Given the costs, choose carefully which vendors and applications you think need this protection. I define criticality as a combination of the uniqueness of the application, its cost to implement, and how intrinsic it is to your core operation.
Duration of Agreement Since software escrow is generally covered in your initial development contract with the vendor, remember to add it into any future extension agreements, too.
Standards The application should be built on an industry-standard platform. The more esoteric the platform, the less likely you'll be able to manage it if your vendor disappears. Java, LAMP, and .NET are good examples of widely understood platforms.
Hardware Requirements Understand your application's hardware requirements. If you take over the program from a vendor, you'll likely incur hardware costs as well.
Covering Bases Finally, if your software escrow agreement kicks in only if the vendor goes out of business, consider stipulating that the lead developer be available to move the application to a new environment. This is unlikely to be a sticking point.
The bottom line? If you're dealing with reputable but smaller vendors, protect yourself from catastrophic events with software escrow—but make sure you give yourself real protection by examining other factors surrounding the software itself.

Make Your Own Firefox Extensions
Among the things that make Firefox such a popular alternative to Internet Explorer are extensions—free add-ons that can alter appearance, add features, even change how Web pages are rendered. Most Firefox users have clicked through Tools | Add-ons | Get Extensions (or visited addons.mozilla.org) to download some from the main repository. But why not make your own?
Fortunately, it's not hard. A typical Firefox extension is nothing more than an XUL (XML User-interface Language) file you can edit with Notepad. In contrast, IE extensions must be compiled into DLLs and then installed into the operating system.
The easiest way to get started is to dissect someone else's extension, such as the example at annoyances.org/firefox. Right-click the Install link and select Save Link As to copy the XPI file to your hard drive.
The XPI installer is really just a ZIP file, so change the extension to .zip and then open it. Inside, you'll find three files: install.rdf (the install script for Firefox), install.js (the install script for SeaMonkey and other Mozilla derivatives), and a JAR file containing the extension itself. The JAR file is also a ZIP file; rename it with .zip and open it to edit the goodies inside—start with the steps below, and also check out xulplanet.com for in-depth XUL tutorials, including instructions for making menu bars, buttons, and more. When you're done, repackage the XPI, leaving the directory structure intact, and you're done!

Lesson 2

The turkey pecked at a lump of dung, and found it actually gave him enough strength to reach the lowest branch of the tree. The next day, after eating so me more dung, he reached the second branch.
Finally after a fourth night, the turkey was proudly perched at the top of the tree.
He was promptly spotted by a farmer, who shot him out of the tree.
Moral of the story: BullShit might get you to the top, but it won't keep you there
Lesson 4
A little bird was flying south for the winter. It was so cold the bird froze and fell to the ground into a large field. While he was lying there, a cow came by and dropped some dung on him.
As the frozen bird lay there in the pile of cow dung, he began to realize how warm he was. The dung was actually thawing him out! He lay there all warm and happy, and soon began to sing for joy.
A passing cat heard the bird singing and came to investigate. Following the sound, the cat discovered the bird under the pile of cow dung, and promptly dug him out and ate him.
Moral of the story:
(1) Not everyone who sh!ts on you is your enemy
(2) Not everyone who gets you out of sh!t is your friend
(3) And when you're in deep sh!t, it's best to keep your mouth shut
